the numbers mean which fret and the lines mean wht string to play them on
example :

e|-----------0----------------l
B|---------------0------------l
G|-------------------0--------l
D|---2~~-----------------2-l
A|---2~~-----------------2-l
E|---0~~-----------------0-l

the numbers which are in bold.. tell u wht fret and the letters n the left hand side tell u wht string to play them on... u will be able to teach urself heaps of songs using tabs, also the top'e' is the bottem string on your guitar. and the bottem 'E' is the top string aka the fat one!

well ive been playin 30 plus yrs go buy a guitar bwhat u can afford learn how to tune it and start practicin.. i drove my dad crazy when i learned bridge of sighs by robin trower/...thats back when effects were a lol diff

you may also want to think about learning on an acoustic guitar. The promoting of early finger strength will do you wonders when you start playing on an electric (less fret buzz and the like)

I get most all musical stuff from www.musiciansfriend.com.
It's cheaper than at stores, and trust me, they're legit.
I got my effects pedal (DigiTech RP-80) from them.

The guitar I have now is a Samick Malibu, sort of a Fender knockoff, but it's alright.

EDIT: I bought my guitar through a local music store so I could try it out first instead of ordering it from MF. I would advise the same.

learn guitars
You should be able to find some good used guitars for starting(I've been playing for awhile and I'm still using guitars i bought used)(just check em out before you buy them).I just bought a great classical guitar, for a fraction of the cost from new, and wasn't a thing wrong with it. $1,200.00  US dollars new, I paid $265.00 used with a  hardshell case.
Doesn't matter when your first starting, if you buy electric, or acoustic . Just buy what you will play the most.  I came across a cool program(it's been out awhile) called guitar studio.
It has all the chords and forms plus scales and modes. plus it reads and plays tableture for you and you can write your own tab/music either from staff/tab or from the neck of the guitar(very cool).cost is about 30.00 from what I've seen.

I still have to check the software owners out,  as it was on a cd  that was given to me.
